Basically, National Exchange Carrier Association (NECA) counters back to several VRS providers comments to the 2007 TRS Filing by NECA with its own comments.

NECA Counter

Points NECA countered with:

• That the 2007 TRS Filing  does not prejudge the formula for reimbursement rate; in other words did not recommend any methodology.
• That the the 2007 TRS Filing merely offered options of which the FCC can choose from
• That NECA basically followed the FCC’s directives such as Research and Development not to be factored into calculation of reimbursement rate; in other words, it was the FCC decision that decided that.
• NECA defends its projection calculations.
• NECA does not either support or is opposed to Hamilton’s MARS, merely says that NECA can implement this type of work if the FCC so desires.
• HOVRS and CSDVRS support tiered rate structure rather than true-up rate structure, the 2007 TRS Filing takes no position of which should be utilized.
