The link is from FCC Consumer Advisory on closed captioning. The FCC is aware of the problems with HDTV and making closed captioning work and offers several suggestions on how to resolve that; if that does not work, then offers how to file complaint with the FCC
FCC says try do the following (exact quotes):
- consult any consumer information andmanuals/guides on closed captions for DTV programming provided by your cable or satellite provider;
- ensure that the captioning function onyour set-top box, if applicable, is turned on;
- ensure that the captioning function on your DTV is turned on.
Failing that, then the FCC suggests contacting your cable company or satellite TV provider for assistance. If this fails, then file complaint to the FCC. The link provides a link on how to do that.

What about CC accessibility for digital media like iTunes and Apple TV?
I do hope that we, as the community, can gather together and support NAD in an effort to regulate CC on digital media.

Caption on ITunes and Apple TV? Wow - teensey weensy captioning? Prob need to use magnifying glasses-at least for me it would require that. This issue has been brought up from time to time, and I honestly do not know what the FCC thinks of that.
NAD and other national organizations are doing their part to exhort the FCC to look into captioning issues for HDTV. This alert on FCC Consumer Advisory on CC seems to indicate that the FCC is aware of it.

Regarding CC on HDTV ….
We have been struggling with this for over 6 months. The provider (Dish Network, a satellite service) told us several times that we had set up our receiver or our TV improperly.
Those of you who know me already know that I am more than a little bit incompetent when it comes to people and social interaction and politics. But machines and computers and I are built in similar schemas and I rarely run into a programming or technology issue I cannot resolve or at least understand.
After we filed a CC complaint with the FCC, Dish Network finally admitted that the problem is in their own transmission system. Of course, they are still trying to blame the local TV stations for transmitting captions to Dish Network using the wrong format. They key point is that they have admitted that the CC in HDTV issue is within their systems and not with the set up of our TV or receiver.
Power to the People. The FCC does pay attention to letters and complaints from grass roots users. If you have a problem with the captions on your digital or high definition TV, please, please, please, file a complaint or - at least - send a letter to the FCC. They do listen and they do work hard for us.
ASL your first only language? Embarass write English? No problem! Ask friend with video camera or web camera make CD or DVD. You Sign ASL! Make small movie on CD or DVD, mail to FCC. FCC already have excellent interpreters on staff! FCC interpreter will watch your ASL story then write pretty formal English for FCC commissioners to read!
No excuses! Tell FCC what is important to you!

Teensy Weensy captioning ??? You use the Apple TV on any regular sized TV which shows have the exact same look as Television shows today. …
I think you’re thinking of the IPOD… the video IPOD is different.. but Chad is right, Apple TV DOES do the exact same thing as standard TVs so therefore the question IS legitimate… What does this mean in terms of CC because we already have captioning required on digital TVs as well due to size requirements 13 inches and up, etc.

You’re right. Apple TV is just like any regular TV. I wasn’t clear. I meant iPod. Sorry about not being clear.
I think it is matter of how the decision makers (FCC for its CC regulations or DOJ for its public access regulations) consider Internet/computer that has access to TV Network or provide video streaming system a required access or not. Unfortunately, I believe anything to do with Internet would be classified as “information service” (there are exceptions); if so, that means they are not “regulated” like regular TV. Good example is the video streaming news from CNN. They are not captioned, and myself as well a quite a few others have repeatedly send email to CNN objecting to non-captioning.

Well, I am at loss at what to do. I have Dish Network. I also have an HD TV. I use captioning as I am deaf. The first time I went to use the CC. None of the HD channels were captioned. We called to the DIsh Network and they told us to follow the booklet and make sure our TV was set to CC as well as the box. All that was done and still nothing. So the guy came out and brought a new box. All was well for awhile, I notice some TV stations still are not captioning in HD format. For the most part the basic stations are. Well, each morning when we get up, we have to unplug the Satellight box and then plug it back in to reset it. This is the only way to get captioning back to the set. We have tried to just turn off the tv and leave the satellight box on and let it go off on it’s own. This worked for a short while, but, now, when the tv is turned on, there is captioning when there is not even a picture or a broadcast, as soon as the Tv picture comes on, the CC vanishes. I’ve filed a complaint with the FCC and they in turn told me to contact the tv stations first and if that did not work then to file a formal complaint. I agree that the TV stations still need to get the CC to work with HD but they have till 2009 so I believe. Meanwhile, the issue is with the box that I have for my tv. I have 3 tv’s in my house, the one has a non HD box and works fine, the one in my bedroom is running on the HD box that is in my living room. That TV although not HD is CC just fine, it’s the HD Tv and the HD satellight box that just won’t work right. Any suggestions on what should I do?

Unfortunately, I have this to say “Welcome to the Club”. I guess one key word in all this is to be persistent; become a thorn to Dish and constantly prick them till they take care of ur problem.
I am having a similar problem but it is with analog captioning. We subscribe to digital cable from Cox, and we have a Sony television. For years it all worked fine, then we moved, new house needed newer cable wire installed in order for us to get all the stations through the digital box, in swapping out digital boxes we have somehow managed to lose the captioning. It comes through the tv fine, the problem is clearly the box, but the previous box, 2 or 3 boxs ago worked fine. We have had 4 technicians out, and no one can figure it out. Now Cox is telling me to put a HD box in place of the digital box because it has built in captioning . After reading this I don’t think that is going to solve the problem. How can I make Cox believe the problem is the digital box and they need to fix it!? Any help is welcome , I am at my wits end. I am hearing impaired and I want the digital box if possible.
