Hearing Aid Memo/Order by FCC

Seems the FCC granted nunc pro tunc petitions dating back to previous date to a group of hearing aid companies. Nunc Pro Tunc means although the deadline was already past, and due to unforseeable circumstances, the FCC would allow retroactive to the past date the petition request for waiver. This is to "bypass" the penalty that could be assessed to the hearing aid company that failed to meet the required ruling by the FCC (the last sentence is my assumption - so I could be wrong). Rest of the Memo/Order is above my head and I do not understand what they are about. Presumably those of you who do wear hearing aids prob will be able to understand what this is about.

Clarification is in order. First, the FCC does not regulate hearing aid industry. Wireless service providers and manufacturers are subject to this Order. This Order granted 12 providers’ request for relief from penalty for not complying with the 2003 hearing aid compatibility order. In 2003, the Commission required that all wireless service providers and manufacturers must ensure that at least 2 of their available handsets are compatible with hearing aids. Some of these wireless companies reasoned that they do not have a wide array of handsets sufficient to offer two compatible handsets. In another word, these companies are of small entities that offer one or few handsets. And the other wireless companies were not sure whether their GSM handsets were complying with the specific requirements stemmed from the 2003 hearing aid compatibility order. Thus, this Order clarifies this matter and granted them relief from penalty.
That’s basically in a nutshell.
