Numbering System
19 02 2008All..
In the world of Internet Relay and VRS, there is a ferocious lobbying by several companies that offered proposals how numbering system should be done for VRS and Internet Relay Service. I’ve listed three.
What is the central purpose of this? To have relay users of VRS and Internet Relay have their own phone number where emergency dispatchers can readily identify and route to correct emergency locations.
The side benefits of such numbering system is, get this, to make it possible for any VRS users call other VRS users by whatever video phone they have; in other words, Sorenson VP user can call Viable user just by using phone number instead of IP address.

Thanks for sharing this critical stage that we all must move towards to a fair interoperability system that allows free access to all regardless of devices.
I had trouble opening the Neustar Proposal link. Can you check the link to see if it works?
Ed, what is your opinion on the proposals you mentioned above? What are the pros and cons of each?
Hi, Ed,
I always want to have using number method to “VP” by using with SIP (VoIP) technology.. Now it is time for next generation to use Deaf technology..
Meanwhile I had difficulty to open the first URL (Neustar), would you kindly check its URL link Thanks
Lloyd
Sorenson may not like the idea. They want to run by their database and does not allow vp100/200 to reach OJO/Viable/ETC… by using phone numbers but ip address. It’s time for Sorenson to work with other vrs providers to develop a third database for e911 and to enable the numbers to call no matter what equipments you have.
Manny,
I will try to show pro and cons when I get back from a project; it may be next week before I can do that..
Ed
Folks,
NeuStar link now has been corrected. Sorry about that.
Ed
Sorenson might not like it?
Think again.
Dial 911, and you bypass Sorenson, to the only agency already approved by FCC to handle 911 calls.
The ones who might NOT like it - the 911 centers. Enough problems as they are. So many of them have ZERO experience handling the deaf 911 calls.
Why can’t these VRS companies try to work out with that agency as part of the process toward the interoperability since the identity of that agency is already known. No secrets here.
Sorenson have no issues with ip numbers from Sorenson to Ojo, etc. It is the the other way around - Ojo, Viable, etc who continue to stick to IP rather than move toward interoperability.
I heard plenty from the past users of Ojo and Viable - they do NOT like IP numbers. Wanted normal phone numbers.
And this is a completely separate issue from the 911 proposals Ed is talking about.
Ed,
Can you enlighten me about one part of Neustar proposal?
Did I read it right, I have to get MY phone number from different group instead of my usual Broadband company (Qwest in my case) just for VRS?
Ed,
Thanks for fixing the link to Neustar’s website. Meanwhile I checked into it, it is nice to know about Neustar which it is well known as network naming.. It seems to me it is non-VRS which I think it is neutral to VRS compeitors.. I am glad that it is one of proposals.

W. David,
What NeuStar is saying, I believe, what will happen is that as a VRS or IP user, you will get a telephone number (TN) that will become your phone number for VRS or IP. In other words, let’s say you got 512 456 7890 from, oh say Sorenson VRS. Sorenson VRS now is your “primary” VRS where hearing persons calling you will go through SorensonVRS. Another person who has Viable or SNAPVRS video phone will be able to call you with that number. Ok? Now for some reason you don’t like Sorenson and prefer CAC, all you need to do is call CAC and tell them u want them to become ur primary VRS. Same phone number, no need to change. Now to what NeuStar is trying to say that your regular phone number that you had all long for TTY or voice will remain with you. You will not be able to use the same ph number as ur home number for VRS. So in that sense, you will have two phone numbers: one for TTY and one for VRS. I hope I make sense. I will try to expand on this next week.
Good question..
Ed
What is the ” the only agency already approved by FCC to handle 911 calls?” That just sounds wrong, maybe it’s just not making sense to me.
Ed,
Why should I have TWO FREAKING NUMBERS? Don’t these VRS companies know it cost EXTRA to have 2nd number? (It’s 25 dollars extra)
In Utah the numbers are not easily dished out. They are tight controlled to ensure that we don’t have too many area codes too quick. The usual arrangement is a block of 10,000 numbers. Not Utah - they managed to shave it down to only 1,000 to give out, slowing down the speed toward profic area codes.
One is enough!
Bill,
I’m not sure where u got this from exactly. Can u give me where u got this so I can review it?
Ed
W David Samuelson.
The numbers assigned to VRS users by the VRS providers are free. It does not cost VRS users anything.
Ed
PS: back in office after a few days of absence.
W. David Samuelson- Sorenson dont give out real numbers (T.N) the numbers that I use for VP200 are fake numbers and not in our area code. Many ppl can makeup their own numbers. I prefer real T.N for all vrs users so that we can make call no matter what equipments they use. I learned from Sorenson Trainer that the numbers are fake numbers and the ip address is hide behind the fake numbers.
Troy/W. David Samuelson,
Tony, you are right. Tht is what the FCC wants to do is give real TN instead of proxy telephone number. I hope the FCC decides SOON on which proposals to use.
You call the numbers “fake” and it is as good term as any. Same with SnapVRS, these numbers are not real TN, but proxy nbrs.
