FCC is seeking to refresh the record on petition to mandate captioned telephone relay service. Below link is about that:

Above link is a petition by a group of national and state organizations that captioning telephone relay service should be required feature and that Internet Protocol Captioned Telephone Relay Service should be approved. It is a well-thought out. FCC had problem with it in the past because of proprietary issue. This issue was addressed in the above link.

In the past, as a state regulator I had concerns of proprietary issue. However, this CTS provides a service that is much needed in the public. I would encourage FCC to mandate the service with the understanding that quality of service be monitored very closely – not by state, but by federal. States would be stuck with a fixed price and would not be competitive, thus quality of service should be borne by federal.

Except for the fact that my grandmother loves it, I do not know that much about Captel. I can only go with what I know. The impression I get from what I’ve seen when you compare text relay to video relay, is that the Federal level just does not monitor very closely. For whatever reason, it seems to be the state that monitors closely, and if they’re not involved, there is very little monitoring, if any at all. Now that the FCC has seen what happened with certain video relay providers, I do not know if that will be changed. I do know one thing, however. If they do change it, it will cost plenty, and that’s probably where the problem lies. Now that they know it has cost them more money to do without any monitoring, again, there could be a change. However, I doubt it.
