This link is a prepared statement from the FCC Chair, Julius Genachowski on status of the FCC. Released on Feb 16.

The usual political bragging items on the accomplishments. One paragraph caught my eyes.
"We reformed our Video Relay Service Program, which provides vital communications for people who are deaf or hard-of-hearing, saving $250 million per year without reducing availability of service."
This obviously refers to horde of new rules the FCC have come out for VRS industry including minimizing the frauds, reducing number of VRS providers, etc.

Ed, This tells me the VRS industry were over-inflate their rates until FCC busted Viable and other sub-contractors. That number savings reflected an accurate rate of supply and demand of customers and tax payer money.
Deb,
May I suggest rewording to where the over-inflate happened because of the variety of criminal activities happened, and as result, the FCC cleaned out all that and was able to see savings as result? Most VRS providers (or VRS industry) are ethical and tries to do what is right. I do not want Gentle Readers get the impression that ALL VRS providers are crooks; they are not. ;-]
eyes open & thumbs up..
Right. Nearly all were honest from day one, and shocked to hear about "run" calls.
